(наделял Президента США полномочиями на приведение в исполнение достигнутых в рамках Токийского раунда международных соглашений о снижении нетарифных торговых барьеров, в том числе соглашений, которые требовали бы изменения действовавших на тот момент американских законодательных актов, и соглашений, которые предоставляют уступки, не предусмотренные законом "О торговле" от 1974 г.)
